
The legal, institutional and personnel reforms, which were initiated by the President of the Republic of Azerbaijan in 2018 and cover all aspects of public administration, became more extensive towards the end of 2019 and are being intensively continued in 2020.
One of the main lines of the carried out reforms is the strengthening of the fight against corruption and the establishment of citizen-official relations on healthier principles. In addition to the successes achieved in this area - the transparent activity of civil servants and the increase of citizen satisfaction, the facts of the repetition of negative situations aimed at dissatisfying large population groups have also been observed. It was necessary to take criminal-legal measures in accordance with the legislation against the officials who ignored the open calls and warnings made at the highest level with the demand to stop such actions, and did not draw conclusions from the fate of their exposed colleagues.
The State Security Service of the Republic of Azerbaijan, whose work has been improved and the level of professionalism has been further improved as a result of personnel reforms, has ensured the arrest of the heads of the executive power of Yevlakh city and Agstafa, Bilasuvar, Imishli and Neftchala districts, as well as a number of city-town executive representatives.
When receiving the appointment of the Prosecutor General of the Republic of Azerbaijan, the head of state once again emphasized his principled position regarding the merciless fight against corruption in the country. has made it clear that it will also cover the authorities.
The special operation carried out by the State Security Service of the Republic of Azerbaijan in the Ministry of Culture of the Republic of Azerbaijan on May 8 was the unexpected result of the said statement of the President of the country. Thus, senior officials of the mentioned Ministry, including Deputy Minister Rafig Bayramov and Head of the State Service for Protection, Development and Restoration of Cultural Heritage under the Ministry Zakir Sultanov deliberately used their powers contrary to the interests of the service and caused significant damage to the interests of the society and the state protected by law. They were accused of committing numerous illegal acts and a pretrial detention measure was chosen for them.
Allowing such negative situations in a ministry that is entrusted with the protection of the rich cultural heritage of the Azerbaijani people, which is measured in thousands of years, theater, cinema, librarianship, museum work, publishing work, carpet weaving and other important fields, should be rightly met with indignation and should be condemned in the strongest manner. It is unforgivable from both legal and moral point of view that officials who are supposed to guard our culture, which has already been subjected to numerous vandalism as a result of Armenia's continued aggression, chose the path of betrayal, and the strictest application of the law against them is a must.
